I think Lincoln meant by his quote that the citizens of America need to put aside the differences and work together. "We are not enemies, but but friends." I think that Lincoln had thought that if they came together that they could just work out the differences. Sadly for Lincoln it didn't work out that way.

I believe that this is more pointed towards the South then the North because the Southern states, like South Carolina, started to secede from the United States of America. The South seceded because they thought Lincoln wanted to take away slavery, which was their right to have. Lincoln did not want to take away slavery he wanted to stop the spread of it. What I can infer about this quote is that he was trying to make all Americans see that at that point in time war was a very likely possibility. When Lincoln said that the momentous issue of war was on the citizens hands, he was trying to get people to see that the decision whether this war was going to actually take place was not for Lincoln to decide, but instead it's the citizen's decision. If the citizens of America didn't want a war, Abraham Lincoln wouldn't be the one to stop it...they would.
I can infer several things from Lincoln's First Inaugural Address. First is that Lincoln wanted to avoid war, second is that if he had to go to war than he would not attack first, and third is that he does not hate the South. I can infer that he doesn't hate the South by his statement "We must not assail you.... We are not enemies, but friends." What I understand from this portion of his speech is that the growing civil war was in the hands of the people of the country and not the Presidents. He didn't agree with the division of the country. He believed we were "friends" meaning that we were one. We should be united and come together to agree.
